India’s struggle to get Non-Permanent Seat in the UNSC

by Guest Writer on November 17, 2009

Political statements coming from the office of Indian Prime Minister Manmohan Singh are not very encouraging. Analysts have started a renewed debate on the future of Jammu & Kashmir state and seriously ponder if Kashmir is not an issue at all and mere related to Kashmiris’ grievance regarding governance and development. In fact India wants to stick to its stubborn position that any talks had to be within the Constitution. If we recall, Indian Prime Minister Vajpayee took a historic bus ride to Minar-e-Pakistan in 1999 but that was sabotaged by powerful pressure group because they knew that India is not going to change its position. Then there was Kargil conflict which ended in sheer wastage of time and energies. The year 2002 witnessed Indian Parliament attacks followed by mobilization of Indian troops along Indo-Pak border by Vajpayee. Finally there were Mumbai attacks of November 2008, which parallelized the talks on Kashmir issue between the two countries. One wonders, what is the real motive behind the so called talks between the two countries? Governments in India and Pakistan had been fooling their nationals, the Kashmiris as well as world at large.

For so many years India had been bluffing the world that they are serious in holding discussions with Pakistan on the issue of Kashmir. All of a sudden India came up with a new idea that breakthroughs in United Nations Security Council (UNSC) platform in the shape of Resolutions on Kashmir have lost their significance after Simla Agreement between Pakistan and India, claiming that onwards all issues will be solved bilaterally. In this way over two and a half decades were wasted. On the Pakistani side, General (Retired) Pervez Musharraf made some “out-of-the-box” proposals which indicated his willingness to accept the permanence of the Line of Control, with slight readjustments. Pervez Musharraf also proposed to withdraw the dispute from the UN Security Council.

Composite Dialogue Process & The Indian Flip-flops

by Owais Ehsan on November 11, 2009

India remains a diehard proponent of bilateral interaction for addressing intractable issues afflicting Indo-Pak relations; particularly the festering issue of Kashmir. This strategy of stonewalling, however, is fast becoming irrelevant due to the US led intervention in Afghanistan and the fight against extremism in FATA being conducted in the backdrop of a prominent Indian foot print. India is manifestly under outside pressure to facilitate anti terrorist operations in Af-Pak Region by ratcheting down tension and resume Composite Dialog Process (CDP) with Pakistan. What reflects this outside inducement most eloquently is the flip-flops by the Indian Premier over the dilemma of whether to commence dialog in the format of CDP or to deflect the third party interference to exploit the once in a lifetime opportunity for cutting Pakistan down to size.

Ever since the signing of the Simla Agreement in Jul 72, Kashmir has been pushed by India to the sidelines on the pretext of being a bilateral Issue. This strategy has served India well through decades but post 9/11 era has seen rise of new actors - and their interests that are not necessarily aligned with Indian imperatives. The core of the Indian propaganda that Pakistan is a state sponsoring terrorism and masterminding ‘cross border terrorism’ in Kashmir now stands effectively neutralized. In contrast it is Indian promotion of terrorism in Afghanistan and in Pakistani hinterland as well as FATA which is under focus. The Indian sponsored proxy war on Pakistan’s western flank has begun to have an impact on US/NATO operations for the worse and consequently, not to India’s liking, the pressure on her to come to resume CDP is beginning to mount. Indus Water Dispute: The Bone Of Contention

by Owais Ehsan on September 28, 2009

Guest Blog by Anwar Ahmed

As fresh water becomes scarce globally, the countries have ventured into new projects to ensure a sustained supply of water for their safe human consumption. Today, more than a billion people in the world do not have access to fresh water. As per the United Nations estimates, half of the countries world wide would face water shortages by 2025 and by 2050, as many as three out of four people would face water scarcity. The Asian Continent stands out singularly with respect to its relatively short availability of fresh water vis-à-vis per capita consumption. As the Continent accommodates more than half of the world population, Asia has less water to offer per person when compared to others in different continents. With the rapid urbanization of the Continent, the regions water resources are coming under increased burden. With climate change adversely affecting the already precarious situation also, the reduced access to fresh water in not too distant a future would exacerbate political and economic tensions between regional countries. The US National Intelligence Council in its ‘Global Trends - 2025′ report has forecasted that “cooperation to manage changing water resources is likely to become more difficult within and between states” in Asia. The most important water related problems emanate in South Asian region of the continent wherein out of the seven South Asian countries, India is one that has developed disputes with three of its neighbours i.e. Pakistan, Bangladesh and Nepal. It is infringing on their water rights by usurping their resources with potential to ultimately drain their respective resources during hostilities through construction of various projects on rivers water flowing downstream. Pakistan India Came Close To Secret Deal on Kashmir: Steve Coll

by Owais Ehsan on February 23, 2009

Article in the New Yorker magazine

WASHINGTON: India and Pakistan came close to devising a framework for settling their long conflict over Kashmir in secret negotiations, but it was put on hold by the fall of President Pervez Musharraf, the New Yorker magazine reported Sunday. Referred to as “the back channel,” the talks were held over several years by special envoys in hotel rooms in Bangkok, Dubai and London, according to the account in the magazine by Steve Coll.

The two principal envoys, Tariq Aziz for Pakistan, and Satinder Lambah for India, developed a text on Kashmir called a “non paper” because it contained no names or signatures but could serve as a detailed basis for a deal.By 2007, the “non-paper” had become “so advanced that we’d come to semicolons,” Khurshid Kasuri, Pakistan’s foreign minister at the time, was quoted as saying.’The most recent version laid out several principles, including the gradual withdrawal of troops from the Kashmir region by both sides provided that violence declined.

Kashmir in Pakistan - Nokia on Fire By Indian Terrorists

by Teleco Analyst on December 23, 2008

We must accept one good thing about Indians is that they are very nationalists and it is evident from their recent action of setting Nokia retail outlets on fire and threatening them with further consequences if Nokia didn’t included the occupied terrorist of Kashmir in India. On its part, Nokia has expressed regrets for the incident after coming under severe pressure of further vandalism and negative propaganda in one of the world biggest market of its handsets. Nokia has termed it as a mistake and will act to rectify it. I wonder why our fellow Pakistani’s never protested at such things or are they too peaceful for any such activity? In any case, i think Pakistani’s should come out and stop using Nokia mobiles if they included the occupied Kashmir territory in the map of India. It is a fact well recognized by United Nations that Kashmir is disputed territory and hence if Nokia includes it in the map of India, it would very biased decision and hence warrants for a full fledged boycott of Nokia handsets and its other telecommunication equipment in Pakistan.

A boycott  by Pakistani consumers and businesses of the Nokia will bring it to its senses as they can not afford to lose an important market like Pakistan in the same manner they don’t want to antagonize their Indian consumer base.

Irate Bharatiya Janata Yuva Morcha (BJYM) activists barged into a Nokia Priority outlet in Jabalpur to protest against the depiction of Kashmir as Pakistani territory in Nokia Maps, a mobile navigation software.

As soon as the word spread on the depiction of the state as a part of Pakistan, a mob of protesters turned up, destroyed property, and burnt mobile phones worth thousands of rupees. They also burnt hoardings that were placed outside the retail store. The activists urged authorities to take action against Nokia for indulging in “anti-national” activities. The protesters also clarified that they would intensify their protests should the authorities not take up the matter and if a case was not registered. [click to continue...]

Indian Airforce Jets Violates Pakistan Air Space

by MJK on December 13, 2008

One of the private news channel Geo Television just reported that Indian Airfoce jets fully equipped with warheads violated Pakistan airspace on two fronts of Kashmir and Lahore. Since Pakistan airforce is on red alert after the Mumbai attacks, therefore they intercepted the Indian planes and forced them to leave Pakistan airspace.

The news is yet to be confirmed by our sources but if true, this will have major repurcussion for both countries. Pakistan has already informed its Western allies that any sign of buildup on its eastern border with India will directly impact its participation in the War on Terror. It is worth mentioning here that Pakistan has deployed 150,000 of its ground troops on its western border with Afghanistan to curb the cross border movements and to fight the War on Terror. In case of any tension on its eastern border, Pakistan will have to bring back its troops from the tribal areas and deploy them on the Indian border to thwart any aggression from the Indians. It will give the much sorted room to the tribal militants to target Nato and American forces in Afghanistan and hence make things very difficult for Americans. The NATO and Americans know this very well and hence they will put maximum pressure on the Indians not to create any tension on the Pakistani border. Moreover, Pakistan also serves as main supply route for Afghanistan and any breakup of hostility will result in suspension of those supplies and hence Western forces will be pushed to an edge. They will have to rely on either Russian route to transport their supplies or airdrop them. The first one is diplomatically not viable while the later is financially not possible.

Therefore, i think Indians are just trying to exert further pressure on Pakistan with such acts and they will not dare to do anything else.

Updated: 2:05am on 14th December, 2008

The news story has now gone into international press and its all over the media. Air Commodore Himayun Viqar of Pakistan Air Force confirmed the incident and didn’t disclose the number of indian jets that were part of the violation. Information Minister Sherry Rehman said that the Indian airforce has termed the action as inadvertent and hence played it down.

The timings of the incident are very critical especially when tomorrow the foreign ministers of the two countries are going into a very crucial meeting on the current situation after Mumbai attacks. It might be an Indian way of putting pressure on their Pakistani counterpart after Indians failed to provide an official evidence to Pakistan till date on the Mumbai attacks. It seems Indians agencies are very busy in cooking up something special as most of their media evidences proved false. Let’s hope Indians stop crying over the death of 170 people when they have murdered thousands of innocent people in Indian occupied Kashmir valley to counter freedom movement. It is also worth mentioning here that Indian military intelligence officers were involved in the Samjhota Express bombing few years back which was also blamed on ISI and Pakistan.

Kashmir Issue - Headache of the people of subcontinent?

by MJK on October 29, 2008

By Manzoor Ahmed

The British Parliament passed Independence Act, in 1947, miserably failed in its full and satisfactory implementation, and thus left a bleeding wound in the Sub-Continent in the shape of Kashmir dispute. The rulers in Pakistan and India further exploited the issue and used it as a pretext to impoverish their peoples. Neither Kashmir issue was resolved nor the people were developed, both the Kashmir issue and the poverty of the people in both countries travel hand in hand.

A simple legal and political issue of the right of accession got the shape of such dragon, which devoured the development of the peoples in both countries. This issue paved the way to the acquisition of weapons of mass destruction in both the countries at the cost of the human development. It provided a pretext to the rulers in both the countries to make the lives of its own people in the hell by not diverting funds to their development.

The religious parties and groups hijacked the issue, started arm struggle against each other, and rendered it a tool for the accumulation of money from the people. They are funded at the expense of the people of both the countries. Both the countries are stuffing facilities in the Kashmiris in the hope to get their support which further fragmented them and despite hot struggle since 1988 and martyrdom of thousands of people, no result was obtained. If the issue is viewed as a legal person, it becomes evident that Indians played a foul play by sending army to Kashmir by considering it as a part of India. Whereas, Kashmir was a State; had yet to decide to join any country. Neither the ruler gave an opportunity to the Kashmiris to decide whether they wished to join Pakistan or India nor India showed any patience in the resolution of this dispute. Kashmir was, is and will remain the unfinished agenda of the partition of the Sub-Continent. The Indian Independence Act 1947 is yet to be fully implemented by the British Government if they consider their Parliament fully sovereign and champion of the human rights. It was the high-handedness of India to ignore the wishes of the people of Kashmir despite being claiming the largest democracy in the World. I am against neither India nor any other Country of the World because I want to have a clear and unbiased mind towards the resolution of all the problems. I love humanity whether of my Country or of any other Country. I do not want to confine my thinking only to a certain aspect of a matter. When the Indian Prime Minister promised with the people of Kashmir of plebiscite, also took the issue to the U.N.O. then why the issued was ignored for the last 60 years. History shows us that those people who sincerely devoted themselves to any cause, they achieved the desired results eventually but what is the flaw in the liberation of the Kashmir? I am of the opinion that the Kashmiri people are themselves are responsible for the delay in their liberation. Those who had the capability to play a vital role in the liberation either went abroad and settled there peacefully or are just holding conferences, seminars and spend their wealth in vain.

The British Government ignored the Kashmiris for all the times but it is also ironical that the majority of the Kashmiris preferred to live in the Britain and are just wasting their time in holding conferences, seminars, rallies and debates. They are asking those for the help who have created this problem for them. They are playing a key role in building the economy of that Country which has tried to destroy their specificity in the World and have left them on the mercy of India and Pakistan and the “helpless” U.N.O which has no force to implement its authority in an area without the wishes of the aggressor. It was the responsibility of the Kashmiri leaders to show their people their actual enemy but even their own leaders visit all those countries for merry-making who have closed their eyes and ears to the Kashmiri people. It was the responsibility of the Kashmiri leaders to organise their people at all levels for winning for themselves the right of self-determination from the people of the World.

Late Zulfiqar Ali Bhutto was indeed a great and shrewd leader when in 1976, he said that Pakistani people can help the Kashmiris people but could not get independence for them from India. In this way, he sent a strong message to the Kashmiris to be united in their cause of independence and mobilize all their monetary, military, political resources to their mission. It they are clear in their approach then they should arm themselves instead of killing themselves on the Indian forces having guns in their hands. Demonstrations, processions are meaningless when the opposite party is armed with sophisticated weapons. I salute to the Kashmiri mothers, sisters, daughters who are courageous and always encourage their men. Now it is the responsibility of the men of Kashmir to show masculinity in their cause of independence instead of telling stories of the Indian atrocities to the print and electronic media. They should speak that language with the brute Indian forces in which they speak with the Kashmiri people.

Kashmiri people are very intelligent, brave, rich in wealth and firm in their determination and struggle but have weakened themselves by living in almost every country of Europe and America. They should come back along with their wealth which they have kept in the banks of foreign countries for the last 60 years instead of depending on our resources. They will have to sacrifice their wealth and comfortable lives abroad for the independence of Kashmir. How long the people of Pakistan will suffer for their independence. Like the brave Afghans, who expelled the Soviet Union from their country, they will have to expel the Indian Army by creating such atmosphere inside Kashmir which may render their presence impossible. Seminars and Conferences were held for the last 60 years without any result. If the Kashmiri leaders travel the whole World, they will find no friend anywhere who may guarantee to achieve independence for them. This recipe of preaching of the helplessness of the Kashmiri people or atrocities of the occupied forces has become out-dated and should be discarded. Those sitting permanently in the United Nations have now their own priorities and are unwilling to listen to the cries of the people of Kashmir.

In such circumstances, it is the great injustice with the already impoverished people of Pakistan to do more while the Kashmiri themselves pay lukewarm attention to it by leaving their homes in Kashmir and preferring to live abroad. Indeed the Kashmir issue is a fertile issue for those leaders among the people who use the name of Kashmir but spoil the wealth, time and resources of the people. Every strategy was used to resolve this issue by the Governments of Pakistan and India but faced failure and they will face failure in the future until the active participation of the people Kashmir.

The British Government created problem for the Kashmiri 60 years ago, Almighty God created problems for the British in Afghanistan and they remain day and night in fear of death along with their sophisticated weapons in hand.

I request those powers who have created this problem to compel India to accept the right of self determination to the Kashmiri people and in this way they will also take some mercy on the people of Pakistan that their leaders will not be able any more to use huge funds for this problem by ignoring the most deserved people of their Country.
