Pakistan Defense Budget 2009-2010

Pakistan Defense and Military budget for 2008-09 was Rs. 296 billion as we noted in our blog post last year here at Pro-Pakistan. Since last year, the security situation in Pakistan has deteriorated and therefore, the spending on military has increased many folds. Therefore, we estimate that this year budget for defense is expected to rise by 10-15% and reach Rs. 345 billion. The increase in defense spending is necessary keeping in mind the current law and order situation and the fact that our military is involved in active counter insurgency operations funded by our enemies. The operations in different parts of NWFP including Swat results in heavy expenditure therefore, the government should increase the budget as well.

We also believe that expenditure on other security departments including police should also be raised to make them a modern force to cope up with the growing demands for modern weapons and other security systems. We will update this post once the Budget for 2009-10 is made public on 13th June, 2009.

Update: Pakistan Defense Budget is well in line with the estimates of Pro-Pakistan. The final budget as presented in National Assemble for Defense is Rs 343 billion.

I would rather that the Govt. makes sure that the Army and Intelligence are fully capable of dealing with Al-Qaeda and its cohorts.

Days are gone! when manpower was the only deciding factor for the solidarity of any country or government, at present its not the only factor, due to much technological advancement huge money is required to update the defense and obviously the related personal. Without a good share for Defense budget it could not make the difference. Pakistan Paindabad

every one know that pakistan army is one of best froce in world but, why he fail to control talbain and al quaid if he not control them how u can except that it control indian and amarcin army if they take any jion milltary action against pakistan so in m opinion musliam block like nato must be bulid up instead of raising budget funds

These statistics do not include the pensions of the retired defence personnel which if included would rise to more than 450. Didn’t we already spend too much in the name of defence? The expenditure on education is ironic as compared to our largely illiterate population which requires more allocation of resources.

In the UK they have allocated £88 billion for education but less than half of that ie £38 billion have been earmarked for defence (keep in mind their 100% literacy rate and a population of just 60 million). This does not include other public expenditures ie £119 billion on health and £220 billion on social welfare alone.

On the contrary in Pakistan the defence expenditure is 15 times more than the education spending and in British pounds it is merely a quarter of a billion pounds (which means that we spend about a 1000 times less than the UK expenditure on education keeping in view the 180 million population size). The only other direct expenditure for the poor people of Pakistan is health with a budget of just 23.1 billion rupees and which is about 1800 times less than the UK spending on health per individual citizen. As we are not a welfare state (but not usually in taxation) it is better to leave the social welfare spending (an expenditure even in UK terms as being three times more than their defence spending) which has no real comparative example in Pakistan.

No wonder that we have such idiot and illiterate Taliban roaming around in Pakistan like a spectre as most of these stupid brainwashed mullahs are illiterate or got their education in unsupervised seminaries providing free education of their own choosing to people ignored by our previous governments.

I have given UK as an example which is also in a warlike situation in Afghanistan and elsewhere and spends on security far more than our total budget for 2009-2010.

I understand that we are a poor country but after all we also humans and any slithering creatures over the face of this earth. Contrary to UK our politicians are receiving many more perks and privileges that politicians in the UK cannot even dream of.

Are we going to progress by funding our army or through educating our people? Don’t we learn from history?

Well hello to all my dear pakistani frnds.
I want to say one thing that you should stop comparing India with Pakistan.
You people cannot see this simple fact that our countries are not even worth comparing.We got much more land ,economic assets,more talent pool(in terms of population).Your defense budget is never going be in around us.So please stop dreaming about it.And yes every army has its pros and cons, I did not mean to hurt your feelings but i think in terms of success rate and the tech i think its the American army that’s the best.

They want to buy Fighter planes .. Have the money

They want to feed their hungry poor people .. Oops they need world aid. How can the world be heartless to be a mute spectator for 9-10 yr old kids dying of starvation.

Army action against own people never solves the problem. diplomacy is the only solution. Also we have to show to our people that our leadership is more people-friendly and provide better governance than Taliban. Very unfortunately, that is not the case. People have zero confidence in our leaders. Their governance is much below zero and many good lives are being uselessly lost.

Better to confront militancy with straregem. And quickly. We deserve a good life. But from where do we get good leaders.

i wonder what justifies this war….talibans were created by army ..they took our tax money to create them n now they are taking for eliminating them:)

Army has been investing heavily on mega housing projects for army oficers only…did anybody ever talk about those jawans who are actually fighting at battle fronts …how many housing projects for those soldiers?

Nobody talks about health n education… why the **** its only defence for the last sixty years??? why not education and health systems are being modernized.

in ongoing situationm, increase in defence budget is necessary. a part of this should be spent on providing more facilities to the families of those soldiers who are fighting the war of our survival.

hello, i read many of the replies everyone has its own mind state. but we have to spend more on our army because if Pakistan is on the map of the world than we are in the world. army is the major source of any country to defense, when you are incapable to defense or weak than your enemy will condemn you. please think about your country not for the others. Pakistan Army Zindabad, Pakistan Paindabad.

as far as situation of country is concrned that defense budget should be kept at same level because it is not productive side of the economy point of view.
i may advise to the budget designer they should allocate mamoth portion of the budget to the education sector and industry sector,…..

Today war is won more by tactics rather than fightings. Increasing the defence budget is no good.
First government need to change the minds of Pakistani people and tell them that Taliban are anti-Islamic and anti-Pakistan people. They represent nothing but the people who finance their massive fundings to fight for them. Common sense asks what these fighters are aiming to do. Are they buying these expensive weapons from their pocket. If so, are they so rich enough? Its is so resourceful in weapons that it looks like one country is fighting with another country.
Pakistan need not to look to India for defence budget. Pakistan and India both have done stupidity over the years. India building up the weapons and Pakistan following it. Be frank. We are poor country. Can we afford it? Can we afford nuclear bomb? Millions of life could be improved every year if money is spent on people’s welfare instead of buying weapons from west and retaining bombs. Have our government done any good for the welfare of people or just increase taxes to finance defence budget and provide army officers with luxurious housing schemes.
For the past forty years, what is the match of our people who are killed by people from inside the border than by the bombs dropped from outside country.

PAKISTAN HAS TO SPEND ALOT OF MONEY ON DEFENCE BECAUSE OF ITS GEOGRAPHY. WE HAVE 10 TIMES BIGGER ENEMY NEXT DOOR PLANNING TO DISINTEGRATE PAKISTAN ALL THE TIME. RUSSIA HAS SHOWED ITS INTEREST TO INVADE US IN ORDER TO GET TO THE WARM WATERS(IN 1980S). THERE ARE HINTS THAT AMERICA WANTS TO MAKE ITS BASES ON HAMALIA AND WANTS TO FIGHT A COLD WAR WITH CHINA BY STAYING IN THE REGION. THIS IS PART OF OUR BELIEF THAT ONE CAN NOT LIVE PEACEFULLY UNLESS HE DOESN’T HAVE VERY STRONG DEFENCE. KEEP YOUR SUPPORT FOR ARMY. THANKS

ISLAMABAD: Defence ministry has provided to parliament and defence committees details about operational expenses, travel and transportation expenses, assets, defence stocks and civil works expenses separately in respect of army, air force and navy.

Sources told Online Monday such comprehensive and elaborate details have been provided for the first time to the parliament and parliamentary committees.

As per details, Rs148 billion out of total defence budget allocations of Rs342 billion would go to Pakistan army. Over Rs82 billion would be spent on the salaries and other expenses of the army. More than Rs25 billion have been kept aside for operational expenses. They will include over Rs4 billion for travel and transportation, over Rs20 billion for general expenses.

Report revealed physical assets of armed forces stand at over Rs26 billion. Army would spend over Rs14 billion on civil works.

A sum of over Rs80 billion has been earmarked for air force in the defence budget. Over Rs12.33 billion will be spent on the salaries and other expenses of air force personnel and Rs16.75 billion on operational preparedness.

Physical assets of air force are stated to be over Rs47 billion while over Rs4.62 billion have been set aside for civil works.

Rs38.1 billion have been allocated for navy out of overall defence budget. A sum of Rs8.15 billion has been earmarked for the salaries and other allowances in respect of the officials of Navy. Rs4.57 billion will be spent on renovation of flats and other operational matters. The total assets of Navy are stated to be Rs22.20 billion. Physical assets have also been shown to be part of budget. Army has to recover a sum of Rs500 million from other government departments under supplies and services heads.—Online

i think its not appropriate to compre ourself wid UK ,,as far as UK is concerned it is not fighting any war withing ,,in UK there is no insurgency problem backed by some strong outside source like in our case where out of four province u got problems currently in two provinces that too very critical being funded and fueled in by INDIA’s strong intelligence agnecy RAW,,,in also Pakistan since its time of creation has been facing various types of insurgency related problem like in 1971 where it is all known fact how India openly trained and send rebels inside East Pakistan and even lost 5,000 regular force well before start of war,,,then came boluchistan problem in 1975 being funded through afghanistan..then in early 90’s we had that operation against MQM also bavked and funded by Indians..so we have a long list of internal security problems ,,then comes external thread with India contstanly increasing her defence budget and force and deploying most fighting fighting formaations against our side her design and intensions are very clear towards us..then we have this hostile Afghanistan being occupied by americans,,so how can you compare ourself with UK and other European countries..where in our acse we have serious internal as well as external problems..then telling you guys one more important thing is that UK always fight under NATO umbrella where its defense responsibility is equally shared by Americans and other NATO states,,in our case we have to fight our war ourself with no outside support..but having said u would say we need to spend quite a lot on education and health thats very important we have to do this either by cutting our defence budget a bit and also generating more resources.

current ARMy chief has gone a long way in doing welfare of trops JCO,NCO and other ranks..so for all of your kind information there is alot being done regarding troops and plans are underwau to do more for soldiers,so far current Army has done all the welfare projects for our jawans and there is not even a single welfare related project being done for officers by present Army chief only a raise in salary is announced that too by federal government for troops fighting militants in NWFP and FATA..presently alot is being done planned at GHQ for army jawans and their welfare..
regarding luxuries housing scheme i would say this housing welfare project actually started in around mid 90’s. before that no officers was given any house means those who retired before that time period were never given any house..in Army case there were Askari Apartments which attributed to defence personal,,,by no mean it can be compared with a luxuries accommodation..it was a medium sized three story apartment which in late 90’s cost abt 15-30 lacks depending on type of floor ,,it was after that artficial boam created by property agents and dealers that the real state prices in Pakistan goes quite high that these apartments saw increase in price,,,so coming back to housing scheme telling u the truth these house up to the rank of col is a also medium sized 10 marla house and their accommodation is just a mediocre family house so please don’t say they are luxuries they are good but not luxireis at all..their location is ideal but telling you guys one more thing the Army has leased the land and it is an Army officer property for generations to come,,all the land for these houses is leased for 100 years for which Army does the payment as well..in the end i would say thats at an officers deserve after giving a good at least 20 years of service to the nation there is nothing wrong about it ,,he as has family to look after even after retirement so thats his right to be given one such house to live a good decent life … also to tell you INDIA also runs similar housing schemes for
her retired armed forces personal ..so please do some research and analysis before making any comment,,
but in the end i would say we as nation needs to spend a lot on health and education this is basic right of each and every Pakistani not for solders only,,,

budget of 2009-2010 is not for the elmination of the poverty but to elminate the poor people of the pakistan .its only a gareeb makao scheam.
