Pakistan Budget 2009-10 - Analysis & Discussions

Pakistan Budget for the year 2009-10 is on its way and no one is much concerned as there are a lot of other issues that’s require immediate attention. In any case, we think that we need to initiate  a blog post that we will keep updating regarding the news related to Pakistan Budget 2009-2010.

ISLAMABAD: The federal cabinet has approved the upcoming budget proposals on Saturday. The cabinet met with Prime Minister Syed Yousuf Raza Gilani in chair to review and finalize the suggestions of upcoming budget for fiscal year 2009-10.

The government is set to unveil the consolidated budget with an outlay of over Rs2.9 trillion based on uncertain external flows.

The proposed budget has an allocation of Rs 724 billion for debt servicing, funds for which will be financed through local and external borrowing. Non-development expenditures are estimated at Rs 1.55 trillion, Rs 621 billion have been apportioned for the Public Sector Development Programme (PSDP) 2009-10 and the allocation for the defence budget is likely to be around Rs 343 billion.

Pro-Pakistan Comment: Well in line with our expectations. It is very much justified keeping in view the current situation

The budget proposal estimates foreign and domestic debt servicing at Rs 655 billion, Rs 70 billion have been earmarked for the Benazir Income Support Programme (BISP), allocation for the rehabilitation of the internally displaced persons (IDPs) is likely to Rs 50 billion, while the Earthquake Reconstruction and Rehabilitation Authority (ERRA) is likely to get Rs 25 billion for the year 2009-10.

According to the government’s estimates, expenditures in the coming year will amount to Rs 745 billion.

Another proposal considered in today’s special cabinet meeting is a proposed increase in the salaries of government officials by 20 percent, or an alternate remedy of merging two ad-hoc relief allowances in the pay scales and than allowing the 20 percent increase. According to another proposal included in the planned budget, government employees who retired before June 30, 1997, will get a 25 percent increase in their pension and those who retired on, or after July 1, 1997, will allowed an increase of 20 percent.

The tax collection target is likely to be set at between Rs 1.380 and Rs 1.390 trillion, with new taxes and duties amounting to around Rs 100 billion. The existing petroleum development levy may be replaced by a Carbon tax of around Rs 6 to 12 per litre on petroleum, oil and lubricant products, likely to be imposed from July 1, 2009.

Two new taxes are to be imposed under the provincial legislation - 16 percent general sales tax is to be levied on 14 services sectors and 10 percent capital gains tax on real estate sector is also expected.

Pro-Pakistan Comment:This will surely result in huge divestment from the Real Estate of Pakistan. I wonder what made the government impose this tax?

In the upcoming budget 2009-10, the federal government is likely to impose five to 10 percent duties on air conditioners, deep freezers and refrigerators, and around five percent on the import of and local sale of tea and coffee. Two percent additional duty on cosmetics and perfumes, a 10 percent increase in the duty on cigarettes and a five percent additional duty on the import of cigarettes is also expected.

The government is also likely to tax the CNG business with the removal of the 16 percent subsidy on the import of CNG kits and equipment and may also likely withdraw the zero rating tax facility for the pesticides, stationery and dairy products sectors.

Withholding tax on cash withdrawal from bank accounts and a five percent duty on the registration of new cars are also likely to go. The 16 percent GST on computer software and exclusion of some sectors from Presumptive Tax Regime (PTR) are also likely.

We dont have enough expectation with oncoming budget due to non serious attitude of govt. and related dept. of govt. For example the small reduction in petrol prices is mockery of justice as well as people of pakistan. Govt. employees looking for a relief in a budget as well as remaining citizen also looking for huge relief. Even they all looking from a year for “package” which Prime minister announced after election.

I dont know how much % govt is going to increase salaries of Govt employees in the forthcoming budget. here, I have a request to the authorities concerned that salary for all grades (1 - 22) should not be increased with the same %age because this have higher increase impact for the higher grades but for the lower grades it is very nominal equal to nill increase. For example on a 20% increase:-

Salary of a BS-1 with basic pay Rs.2970 will by Rs. 594
Salary of a BS-7 with basic pay Rs.3530 will by Rs. 706
Salary of a BS-11 with basic pay Rs.4115 will by Rs. 823
Salary of a BS-16 with basic pay Rs.6060 will by Rs. 1212
Salary of a BS-17 with basic pay Rs.9850 will by Rs. 1970
Salary of a BS-19 with basic pay Rs.19680 will by Rs. 3936
Salary of a BS-20 with basic pay Rs.23345 will by Rs. 4669
Salary of a BS-21 with basic pay Rs.25880 will by Rs. 5176

Just have a look at the difference of basic pays and then impact of a uniform rate of increase in pay. On the other hand we all have same needs and are facing same economic / inflation problems. This is 1000% a discrimination and injustice with the poor employees of the govt.

As we all are equal citizens with same basic needs. Every one has to look after his family, educate their children, family health, food, shelter etc. Every one performs his assigned duties since morning till evening (same office hrs)then why such a huge difference among their salaries with respect to grades.

Lower grades can not afford even a rented house in their full salary. Hiring is linked with lack of budgets. Survival of these lower grade workers has become impossible in present economic conditions. Higher grade officers become richest at every pay raise but this gives no effect to the poors. Hence, it is requested that basic pay of BPS 1-16 be revised reasonably. the difference of basci pay among all grades be minimized or it is sugested that:-

Pay of (BPS-1 to 10) be increased with 40%.
Pay of BPS-11 to 15 be increased with 30%
Pay of BPS-16 to 18 be increased with 25%
Pay of BPS-19 & above be increased with 15%

This will give a great relief to the lower grade officials helping them meet their family needs. Submitted through this blog for consideration by the authorities, please.

Dear Sir,
Rental Ceiling of government employees may be increase by atleast 30 % in Budget 2009-10 to cover up the difference between the rents of houses and rental ceiling ( the ceiling ganted by Federal Government to its employees to hire a house for residential purposes). Moreover salary of Government employees may be increased by atleast 25 % of running basic pay in the shape of pay revision or in the form of an adhoc relief.

Dear Sir,
Rental Ceiling of government employees may be increase by atleast 30 % in Budget 2009-10 to cover up the difference between the rents of houses and rental ceiling ( the ceiling granted by Federal Government to its employees to hire a house for residential purposes). Moreover salary of Government employees may be increased by atleast 25 % of running basic pay in the shape of pay revision or in the form of an adhoc relief. Moreover medical allow should be increased by atleast 100 % to meet the cost of medicines in these days of price hike.

We, the members of the defence forces need immediate relief in our salaries. We fight and die for this nation, but get very little money. Of course, we have to feed our children and give them a decent future.
I request that a special pay raise should be announced for all three forces.

The allowances should also be revised. This includes ration allowance, travel allowance, TA/DA , house rent etc.

The government has just announced that it will release the budget on 13th June, 2009
And as far as the comment of Mr. Qaiser is concerned, i think he made a very logical point here about the percentage increase. The increase should be based on some minimum amount like Rs. 2000 or 3000 per month.

@Soldier! I think the same applies to all other security agencies operating in the country. And you will agree with me that more civilians have died as a result of the crises going on in Pakistan. I think our armed forces and security agencies including Police should be equipped with new and sophisticated weapons and the compensation for the families of the shaheeds and injured people should be tripled from the current levels. Even we all agree that the soldiers do not embrace martyrdom for the sake of world benefits but still they do worry about their families.

I posted my view on 25th may and today i saw lot of view of others. This is what I pointed out in my comments that citizens of Pakistan looking for a huge relief in budget. Moreover I disagree with the comments of Mr. Qaiser. Although he pointed out rightly the mistakes of budget makers but the solution he presented will not be practicable because govt. always increase in salary on running basic not on initial basic. for eg. if salary will increase according to his view then the increase in salary of employee of BPS 10 after 30 years of service might be much greater as compare to salary of employee in same grade having two years of service.isnt it?????Then the question remain there “Every one has to look after his family, educate their children, family health, food, shelter etc. Every one performs his assigned duties since morning till evening……”….In my views the increase in salary for all grade is 50 % of there INITIAL BASIC instead of 20% percent of running basic. I hope the overall budget burden remain same but increase will be uniform i.e. increase will be equal for those having 2 years of service or for those having 20 years of service in same grade. These has three benefits (1) the budget figures a remain same because govt. giving equally to all in same grade (despite of more benefit to 30 years of service and small to 1 or 2 years of service). (2) 50% increase in initial basic means employees in lower grade will also be happy that they have 50% increase. (3) Turnover from govt. job be young and talented people will be reduced becuase initial basic in grade will be increase much higher and relatively attractive.

@Pro Pakistan!

You are absolutely right. It does indeed apply to all security forces of Pakistan.

But you see, when we are living our normal lives with our families, most of us have to fight a kind of war daily. We feel proud when we are on duty, but when we go home, our pride shatters. When we are not able to provide a decent lifestyle to our families. As Pakistan is improving, the business and work opportunities are improving too. This has helped improve the standard of living of most people. But, the standard of living in the armed forces is going down day by day. Even our officers, when they get posted to a new place, they may not get a house for as long as one or two years (which is considered a basic advantage of joining armed forces). And the plight of soldiers is far worse. Most of us cannot afford to keep our families with us and our families live away from us (in the village) for their whole lives. And we never save enough money to keep them happy (even if they live away from us), or give them decent higher education.

I wont mention it here, but if I tell you what tough work I have to do, and what educational background I have, and then compare it to what living standard I have, you will be EXTREMELY SHOCKED!. People who are not in Defense Forces, cannot IMAGINE such a low output for such a lot of work!

Of course, working and dying for the nation is my first priority (which will never change), but no body wants to see himself not being able to care for his loved ones, and get embarrassed in front of his children (DAILY!).

The government must consider this.

I totally agree with Muhammad Nawaz Qaisar.
I whould like to share one more problem, That is about private employers.
Private Sector don’t implement gov salary rules, GOV can’t do anythin.g
I request you gov, Plz check private sectors. In these office, those peoples working, who have not ability to join GOV jobs, because they have not “Sararish” or amout. That’s mean they are middle class peoples.
But private inn ki majorion ka faida autha raha hai, aur jo dill chata hai, pay deta hai.

Don’t put too much Load on Govt. bcz most Not all of our govt employees have different means & ways to get 20% to more than 1oo% chunk of their salaries,so you know it is better to survive what you get.Any way this way or other, Our generations have to pay back the Debt we owe from IMF,No Lunch Is FREE.Let the Govt. put New Taxes to generate more revenue,it looks difficult but would give fruitful results in future.STRONG Govt. is a sureity of a Strong Country.

Sales Tax on Cellular Services should be decreased from 21% to 16% and relief on electricity in shape of subsidy or revision of tarrif should be announced in 2009-10 budget.

Budget for the financial year 2009-2010 is near, ministry of finance has already decided all but I want to submit my comments for revision of pay scales ,in my view all time to time ceased allowances should be merged in new pay scaled and after then increase may be made according to inflation rate, it will remove the discrepancies, more over rate of travelling allowance/house rent/daily may also be revised.

What about the budget for education sector and Sciences and Technology sector? Without development in these two fields, Pakistan can not prosper! Should it be increased from the previous budget or kept at same level?

my suggestion is only for Salary increase (40% on running net salary)and open for other allowance, which is stop in 2005-06, Please sir allow these allowance for Govt Employees.

Dear, I disagree with the comments made by Muhammad Nawaz Qaiser therein proposed formula for raise in salaries. All working persons like non gazetted as well as officer and higher officers all are performs his assigned duties since morning till evening with their qualifications, skill knowledge and efficiency so difference among their salaries with respect to grades is necessary. Otherwise talant (Researech Scientist/Engineers and Doctors) may shift from country.
Lower grade workers must accomodate for houseing facilities. Hence, it is requested that basic pay of BPS 1 to 10 is starts with atleast Rs. 10000 -18000 PM. The difference of basci pay among all grades be minimized or it is sugested that:-

Pay of (BPS-1 - 5) Fixed at about/starts Rs. 10000 - to - Rs. 12000.
Pay of (BPS 6 - 10) Rs. 12000 to 18000.00
Pay of BPS-11 to 16 be increased upto Rs. 25000.00
Pay of BPS-17 to 22 be increased with 25 to 30% Range.
Give benefits Like PTCL Package charges Rs. 500- to - 1500 for all grades.
Medical and convence charges make more smart for all officials.

Budger 2009 - 10 is upcoming in next week, that should be friendly for Pakistanis.
Lower grade workers must accomodate for houseing facilities. Basic Pay of lowest grade revised and may accomodate it for arround 8 to 10 person family.
A simple 8 - to 10 person family required see as under:
Electricity Bill 500 Units Rs. 1500.00
Gas Charges Rs. 250.00 only atleast
Telephonic Charges Rs. 500.00 atleast
Milk 2Kg @ Rs 45.00 = Rs. 2700.00
House Rent atleast Rs 5000.00 atleast
Medical charges Rs. 3000.00 atleast
Flour Rs. 1000.00 for 40Kg
Rice Rs. 300.00
Pulses and Spices Rs. 1500.00
Detergents Rs. 300.00
Bed and Bath (Past Brush etyc.) Rs. 300.00
Oil 5L Rs. 500.00
Daily Expenditure @ Rs. 50 only = Rs. 1500.00

So atleast Rs. 18500.00 Required for any 8 to 10 person family for survival.

There is NO ending of asking MORE & MORE,we should keep balance b/w earning and spending.The best thing is to have a simple Lifestyle & save as much as you can.
Govt. has its own finnacial Advisors & budget committe members,they are going what they deem fit.

I don’t agree with Mr. Muhammad Nawaz Qiaser. Because, the person working in grade 1 or 2 etc can not be compared with the other one who is working in grade 15, 16 or above. Definitly, with a higher grade, you have a higher responsibility on your shoulder. I agree that being a human we dont have any differences between us but it is also natural that you have to mantain your standards in socity. If You are working in a higher grade and i am working in a lower grade then its your right to get privilege more than me because, you got this status with your efforts. you are definitly different than others living around you. This is not un-justice. Secondly, sombody above has criticised the soldiers. It is truth that a layman can not understand the hardships of a soldier. when he is on active service, what is his duty? it is beyond your imaginations. My younger brother who is an officer in army, believe you me that we dont have any contact with him for the last seven months becuase he is sitting in the area where no such facility is available. He is quite young of 23 and this age was of his his enjoyment but he has left everything for his country and for this nation. this is only one example, think about many other.

Did you know that there is unjustice in the salary of govt employees in differnt territory and location in there cadre in Pakistan.
i will example u that if BPS-12 in wapda
in Lahore city employees received salary with house acquasition equal to 5800 + convayance allownce

in Gujranwala city employees not recived the house acquasition but received the convayance allownce + 45% of house rent

in Gujrat city employees not received the house acquasition also not received the convayance allownce + 30% of house rent (15% less then Gujranwala City)

this is the unjustice in Gujranwala and Gujrat Employees
it is only the example for 3 city u can check it in all over the Pakistan
it is reality

We know that the current Budget for the financial year 2009-2010 is comming with great deficulties. So my little request my be honoured in the Budget the Advance Increment on the pasing of Higher Qualification may be allowed to the Ministerial Staff and Class-IV servant. because the poor clerks are entitled for the same but in the year 2001-2002 the past Government is stoped the increment due to unkonown reasons.

Increase in the pay is very necessary because every think is a reached to the sky and out of reach of the poor people. Hence my request may be honoured please

well new taxations are important as the government have to generate the revenue from sectors availible inside the country, the comment real estate tax will negitively effect the investment than its a natural process but thing is that it is now a days the most important sector and no such revenue is generated from it yet, also the real estate sector also have some very serious problems like land mafia stuff….this taxation will provide the government with the data about the land mafia and personally i think this is the main purpose for the real estate taxation. the services sector is mostly based on the foreign direct investment and they should be taxed as they are generating more and giving almost pennys in tax…… the budget should focus on the oil prices and the imports of the country, as if my voice could reach parliment than i must say that ” stop the car imports” a 3rd world nation country, a under developed country and the people are living a luxurious life…..5 cars in a house and 1 driver, the gov should incourge public transport and imports should be of buses and comfortable buses, to incourage the public transport which will help in reducing the demand for oil and cars and hence the trade deficit will reduce….

It is therefor necessary that the Govt. shoudl serioulsy look into the pay of the govt. servent. Minimum 100% pay should be increased as evey time the govt. servent sacrify.

I don’t agree with Mr. Imran Zuberi. Because, the person working in grade 1 or 2 etc do also need the basic necessities of life. And it is the duties of the governemnt to provide each citizen the basic necessities of life. It is our religious as well as moral obligation. Moverover, the status difference is the cause of different criminal activities in the country. One has more and more but the other are even deprived off the basic necessities of life. So, we must check it. I am of the view that give some what higher increase in the salaries of the high graders but keeping it in mind that this should not create the inferiority complex in the others at low grades. I am agree with Mr Imran Zuberi for his second comment about the army.

i don’t get it … why every body is considering increase in salary to fulfill their need of “NECESSITIES OF LIFE” …???
why not considering the necessities of life to bring down ??? what is the purpose of the budget here … increase in everything will make any difference as increase in pay ????…. everybody is considering govt. employees… what about the million of other people .??? which are not considered in PAY SCALES ????

6. Discrimination in different department should be abundant (e.g. one Senior Auditor of BPS-14 gets a salary of Rs. 7000/- and a same BPS-14 employee of FBR are getting Rs. 15000/-)
7. Govt. Employees are also requested to make special personal efforts to increase Govt. Revenue, safeguard the assets, minimize and do the actual expenses.

This Government is Pure Democracy Government. Please see the history of the Government link with PPP. The Increase of salaries is 15% to 20% announced. The Government announced that we shall increase the salaries after received the report of salaries commission. The aim of this Government is ” Filling their own pocket” not give the relief to the Government employee.

Any Government gives the relief to their high grade officers. The relief in salaries of the employees of low grade is none. The Officers are not thinking about this points that the conv. allowance is not sufficient to the lower grade. The Transport fair or transporter are not notice their grade.

Hi, I am Govt. servant. And my specific point is reagarding % Increase in salaries. Who get the benefit is very simple. There is a huge difference in Basic salary of Lower grade and Higher grade. Any such increase gives benefit to only those with higher basic salary. So to help the lower class the % for lower grade must be higher. So the benefit can be equally effective in order to give relief. Thanks

I think there is no relief in the budget, Govt, enjoying the Period not serious for solving the issue of poor people if we don’t have the money why our president visit three or four in a month abroad, why we have the most largest cabinet if we don’t have the money where is the prime minister 100 day program. I think we don’t have competent Finance Minister or trade minister we are relying on the banker who will run the bank for three or four years and earned the profit then sale out. For GOD sake do some for country.

I studied different articles regarding the current budget of different Analyist. And I found one thing common in their articles, all they discourage/ denied too much assistance on Foreign Assistance. Also our Honourable Minister of State for Finance allocated the funds for IDPs & Banazir Income Support Program on Development side. But Development Expenditures are those expenditures which create assets for the country. I don’t know why Honourable Mr. Shaukat Tareen rely on Forieng Aid/assistance.
Besides it, I would like to share that most of the industries are remained sick for many years and if they become operatonal it may not only job opportunities but it may increase the supplies of goods in the country. But is the Government done something in this regard? The readers may havve more suitable answers for it.

Respected sir, I think that package for increasement in salary in the instant budget is not satisfactory, because the pay of the lower scale employees could not be met with day to day necessary needs and expenditures. I suggest that lower level employees must be granted a special allownce of minimum of Rs.3000/- for the time being circumstances.

WATCHING POVERTY GROW: A look at Pakistan’s budget

Electricity bills go up, so do gas prices as Pakistan government announced 0.2% for health-care, 0.8% for education and 12% for the army in the budget 2009-10. The only expenditure higher than the army’s in the budget is debt payment.

For now, the army is working for the money they make but their influence on the political set-up is obvious by the chunk of budget allocation they receive compared to the necessary public expenditure that keeps getting put off indefinitely. The minister, in her budget speech revealed that the war on terror has consumed 35 billion dollars. Americans paid ten and who paid the rest is everybody’s guess.

Most ironic is the exorbitant increase in electricity bills. The whole city of Karachi was without power for longer than 24 hours. Load-shedding of electricity for a few hours daily is the norm all over the country but consumers will see a minimum raise of one thousand rupees on their monthly bills.

Government has ear-marked Rs. 70 billion to be distributed to the poorest families. The program called Benazir income support fund would give $12.50 (one thousand rupees) per month to 5 million families who have no income. Close to a quarter of the 170 million Pakistanis live in extreme poverty.

Almost 75% Pakistanis live on an income below two dollars a day. Health-care is either hard to reach or very expensive. Middle class in the cities cannot afford necessary health-expense. For the large majority, government hospitals are the only resource and they are far and few and under-funded. The amount of Rs. 6.48 billion allocated for the health sector cannot improve on the provision of this necessity.

More than half of the Pakistani population is illiterate and Pakistan has existed for sixty-two years. Numbers speak for the government’s in-attention to this vitally important sector. With the US gestures for aid to be invested in the public sector, the allocation of a meager 0.8% towards education is pathetic.

Pakistan’s Rs.2.9 trillion budget relies on foreign aid and the government plans to seek help from IMF in case the aid does not come through on time. This budget projects a deficit of 4.9% and IMF could allow only 4.6% so the government intends to borrow money to make up for the difference. Broadening the Tax base by including agriculture could be a far-fetched idea for the government of feudal-lords. Agriculture contributes 22% to the GDP and yields only 1% of the revenue.

Rs.655 billion will be given to the provinces in 2009-10. The year before, provinces were promised more in the budget but received around Rs.600 billion. In 1948, sales-tax was taken over by the federation because national security demanded that provinces give it up. With the volatile situation in Baluchistan and a war in NWFP, the budget could be a good time to announce concessions for the provinces but a National Finance Commission is set to begin after a few months. Integrity of the country could depend on these issues but government has not shown any urgency.

Generations of Pakistanis are condemned to a life-time of hard labor on empty stomach to pay for the war, army, ministers, senators, MNAs, MPAs, international aid, loans and donations and still feel indebted to the donor countries without receiving a dime of help. The military and their feudal allies borrow on behalf of the people to keep their business running while the people are sinking deep in debt and poverty.

I want to submit a few lines about upgradation case of Senior Auditors of Pakistan Militray Accounts Department, AG Offices, the honourable FST has declared to upgrade to post from BPS14 to BPS-16 as equivalent to FBR senior auditors, but till date we have no good news from the Democratic Govt. of Pakistan in this regard.

I and other Senior Auditors appeals the Honourable President of Pakistan, Prime Minsiter Sb, to kindly look into the matter personally to solve this issue, and to prevent more injustice.

Dear All,

Having seen and followed many debates on government budgets and spending plans, I have come to realize this.

In order to allocate extra resources to either alleviate poverty or to create wealth, any government needs extra income.

Now this extra income can come from two sources.

a- Extra taxes.
b- Extra Borrowing.

British and German governments have usually followed the path where they have borrowed extra money to invest. For them, borrowing isn’t bad if it is to invest in projects that will pay for themselves in medium term.

For us, that’s not the road to go down for two reasons.

i- we are not responsible enough with our borrowings. Too much wastage either through corruption or lack of implementation of projects.
ii- the money we borrow ends up paying for previous loans.

I must, therefore, conclude that we need to raise taxes.

However, instead of raising taxes on salaried class of public sector, what really needs to be done is to bring the service sector i.e. Doctors, lawyers, stock-traders under tax net.

But more importantly, we need to bring the agriculture sector under tax net. If a mill-owner has to pay tax.. why not a land-lord?

The nitty gritty of it can be looked at.. but this, in my humble opinion, is a matter of political will.

.. and I do not see any, unfortunately. Neither in near nor distant future!

How the government will able to justify its commitment to the employees after only 20% raise in their salaries???? Electricity prices have been raised once again besides the whole year increase.
